The reference case's screenshot-data-URI is truncated (bug 1567638) -- however, all of the "interesting" test-relevant area is there, and I verified (using a merge tool) that the reference case and testcase are in fact equal here (their data URI text is identical, up to the point of truncation).

This makes sense, because currently the test is annotated as expected-fuzzy, so no differences would present a failure. And indeed, the reftest log says "Found 0 pixels different, maximum difference per channel 0"

This would've been a regression from bug 1569345. I guess the annotation here needs "0-" in one of the ranges, to allow the test to have zero differences. (It's pretty reliably fuzzy but apparently not 100% reliably.)

Adjust fuzzy annotation for WPT object-fit-scale-down-png-002c.html to allow for the possibility of an exact match. (no review, test-annotation only)
