Details

We now have build resource usage reports exposed for most builds. Looking at them show a long pole at the end of the build after the libs tier. Usually, what shows up there is "l10n-check", but sometimes, it's "upload". In reality, there are multiple tiers running in parallel, and the build resource monitor and/or report generator doesn't handle that very well.
