This is actually a perma failure:

The problem here actually is that loading the page doesn't trigger the HTTP auth dialog, and instead directly continues with restricted. The behavior totally reminds me on bug 1557457, and I assume that with Fission enabled turning off browser.tabs.remote.separatePrivilegedContentProcess is a no-op.

Mike, mind having a look if this test failure is blocked on bug 1557457?
