The problem here actually is that loading the page doesn't trigger the HTTP auth dialog, and instead directly continues with restricted. The behavior totally reminds me on bug 1557457, and I assume that with Fission enabled turning off browser.tabs.remote.separatePrivilegedContentProcess
is a no-op.
Mike, mind having a look if this test failure is blocked on bug 1557457?

Tracking for Fission milestone M6 because we want to be able to run Marionette tests with Fission before enabling in Nightly.

I cannot reproduce this anymore, and also the intermittent failures view doesn't show anything for the whole bug lifetime. Closing for now.
