Sync web-platform-tests PR 18421 into mozilla-central (this bug is closed when the sync is complete).

Reverts web-platform-tests/wpt#17809.

Subsequent discussion suggests that the earlier behaviour may be correct.

PR 18421 applied with additional changes from upstream: 0ca74f4e7b40069719c77d8ffab0e56e5ef2b095
Component: web-platform-tests → geckodriver

Note that this bug reverts the change which hasn't landed on central yet.
