User Story
When enabling pause-on behavior or adding breakpoints, I want the related panels to open by default, so that I don't need to search through closed panels for reasons that could pause.
Attachments

Affects panels that manage pausing state and breakpoints.
Open question is how this would interact with the close/open state preferences.
