Steps to reproduce:

Load website
Drag tab to bookmark icon
Nothing happens.

Actual results:

Dropping a tab onto the icon saves it at the very bottom of the bookmark list.

Expected results:

Bookmark icon opens like a dropdown menu. New bookmark could then be placed wherever within the bookmarks.

(tried to attach two image files but I couldn't figure it out.)

Bugbug thinks this bug should belong to this component, but please revert this change in case of error.
