+++ This bug was initially created as a clone of Bug #1529506 +++

Somehow bug 1529506 which I filed as "Make Phabricator Web UI work to upload patches" got, well, re-badged to adding a warning.

The purpose of the bug was to allow patches that were uploaded via Phab's web UI to be landed via Lando.

In bug 1529506 comment #xx we read:
We discussed this and the issue is indeed the linking between BMO and LDAP users.
There's a long running project to make this linkage happen, however that isn't ready quite yet (it's part of the new phonebook).
Once the BMO/LDAP linkage is in place we'll re-enable it.

I'm filing this bug so we have it on record.
