Thunderbird 60.8 was already installed, with its own profile, under Windows 10. I installed 68.0 (build id 20190816191614) in a different directory and used the new account wizard to add a IMAP account. The name defaulted to Donald Moore (the name from the default account in the other version's profile). I had no problem changing it to my name, Eric Moore. However, it should have been either blank or grayed out text with something like "your name".
Thunderbird should not inherit data from other profiles. This was harmless, but there may be other examples.
68.0 is using C:\Users\Donald\AppData\Roaming\Thunderbird\Profiles\0c9t69tl.default-release
60.8 is using C:\Users\Donald\Documents\profiles\thunderbird\fuvxey58.default

I think the prefill user name is Windows10 account name.
Probably this is by design(Bug 1552866),

Yes, Alice is right. This worked, was removed in bug 1541958 / bug 1433350 and came back in bug 1552866. I'm quite sure that we don't access other profiles (which is technically also rather impossible).
And as you can see by the paths you gave, Donald owns the machine ;-)

I added a comment to bug 1552866 about the new account wizard displaying First Last instead of Eric when I returned home and tried it on my Windows 10 PC.
