This bug is based on a user report, and I have reproduced it on Firefox 70.0b4 64bit & Nightly 71 64bit on Win10 1907.

Steps to reproduce:

  1. Make sure all Firefox processes are closed.
  2. Open the Volume Mixer window by right clicking on the volume icon on Windows tray, keep it open.
  3. Start a Firefox.

Actual results:

  1. You may see more volume sliders appear as Firefox opens and processes (tabs) increase. They are illusory, can be manipulated but have no effect. This happens for no sound tabs.
  2. If you see some sliders appear and disappear quickly, you can wait a dozen seconds and try again, or retry the above steps one or two times, it takes a little luck.
  3. This bug doesn't seem to happen if the Volume Mixer window is created when any Firefox window is running, even if it's a different installation, builds.

This issue was brought up recently on reddit as well.
