We've had a known issue on Windows for a long times related to our embedded audio libraries initializing playback in each content process. Recently I noticed a new report on Linux as well. Hooking all that up here.

There's probably more out there.

Do we really create multiple AudioIPC instances, one for every tab? I hope we don't actually create on process per AudioIPC instance.
