When the private browsing window is opened for the first time in a session, we need to display a message that the user can now change their default search engine for PBM and allow them to do so.
We should only display the message for a maximum of 5 times, or until they interact with it.

This implements the introduction display for the new search engine preference.
The decision for whether or not to display the introduction is handled in AboutPrivateBrowsingHandler.jsm, as we need
to limit it to being displayed once per session.
