Mozbuild is separated into several subcomponents.

Of the subcomponents, mozpack seems to be a reasonably sized subcomponent to test migrate to python3.

mozpack code has been used by different Python code in-tree including the build system for months. Any additional issues introduced by the switch to Python 3 can have separate bugs filed for them.
