In bug 1562006, PanelUI-fxa-menu-{monitor,send}-button can be disabled by setting their prefs to empty string. And if both services are hidden, the separator above them are hidden, too.

I believe the "Firefox Services" label introduced in bug 1569620 should be treated similarly.

Verified fixed on Windows Pro 10 64-bit, Ubuntu 18.04.3 LTS and macOS Catalina 10.15 on FF 71.0b6 (20191031113544) and 72.0a1 (20191104094118) by erasing the value of the following prefs: identity.fxaccounts.service.monitorLoginUrl and identity.fxaccounts.service.sendLoginUrl.
Firefox Services header was no longer displayed as long as there were no services and it was restored when resetting the preferences.
Tested with the profile signed in/out.
