When a user updates the sync engines they'd like to sync in the about:preferences#sync page, all other devices associated with this account should automatically update too, without having to push "Sync Now".

I can take this one, too. We can either trigger a quick sync (without syncing any engines) when the user changes their engine selections, and schedule a follow-up sync to actually sync the data later...or trigger a full sync with the new data type right away.

So talking with Ed, I'm not convinced this is worth the effort or the complexity. Indeed, I think this is something that will only ever be seen on syncfest, which is an artificial and contrived environment. Don't get me wrong though - syncfest is hugely useful - it's just that some of the scenarios seen there are never seen by users. I think this is one such example.
Real users will never be looking that data choices on 2 different devices simultaneously. Even if they did look at data choices on the second device later, it will have already synced by then - the 2nd device will have synced due to it starting, or waking, or coming back from idle.
This is not a regression - it has always been that way. It's never been reported before - neither by a real user, nor from a previous sync-fest.
Also, Ed tells me Ana is fine with this, so WONTFIX it is :)
Bug 1584249 is real and should be fixed. I actually thought this bug was that one :)
