+++ This bug was initially created as a clone of Bug #1561956 +++
Similar to 1561956, we need to update all Linux workers to generic-worker v16 or higher for multi-user support. This includes hardware workers as well as AWS/GCP and Packet.
CCing Wander for help w/ the latter.

Hi Pete, still working on service file for generic-worker. I'll be in PTO between 24.12-3.01, so I'll plan to finish at the middle of January.
