In Firefox 69.0.2 and 70.0b11+, we shipped bug 1584613 which changed how we detect Parental Controls being enabled for Windows 10 users. We discovered post-release that this change broke users' ability to download files if they have Parental Controls enabled regardless of whether that specific ability is supposed to be blocked or not.
This is being tracked in bug 1586228.
Until we are able to ship a fix for that bug in 69.0.3 and 70.0b13, it would be good if we had a SUMO article for this issue. Right now, the only work around is to disable Parental Controls or avoid updating to 69.0.2 (background updates are currently throttled, but users can still manually update).

needinfo-ing joni to get this done! i assume we'll have other parental "issues" :-) that have to be documented in SUMO in the future
