158760 - Dirt lines on right hand scroll bar while scrolling

On any page that is scrollable, dirt lines intermitently appear on the right
hand scroll bar.  Seems similar to past problems with the address bar.

Reproducible: Always
Steps to Reproduce:
1. Open a page that scrolls
2. Scroll by either the keyboard, scroll buttons, scroll thumb, or mouse wheel.

Actual Results:  Dirt lines on the scroll bar intermitently.

Expected Results:  Clean appearance.

I don't think this really makes a difference, but I am using the GreyModern theme.
RE:  It also happens on form controls.

That almost certainly makes all the difference.... Are you seeing this with any
other themes or just GrayModern?

based on a screenshot, this is a different bug than then one I duped to.
Reopen, and dup to bug 138472 (but no, we don't really know what it is).
