mcoman, can you make sure you have "Full Keyboard Access" set to "All controls" in the mac system preferences -> keyboard -> shortcuts ?

Hi Ed, I can confirm that the "Use keyboard navigation to move focus between controls" option is checked (I've attached a screenshot with the keyboard settings).
However, after further investigation, it seems that this issue is reproducible only on Mac 10.15 "Catalina" official release.
Considering the above I will update the bug's description accordingly.

Hi Marius, looking at attached video, it looks like in Mac OS Catalina, by default keyboard navigation is set to Textboxes and List only. As Ed mentioned System preferences -> keyboard -> shortcuts in previous Mac OS version had an option to switch between 'All controls' and 'Text boxes and list only' . Trying to find where its moved in latest Mac OS. Can you please try shortcut Ctrl + fn + F7 , restart browser and see if that helps change this setting. Thanks

I don't have catalina, but a quick report seems to indicate selecting the checkbox "Use keyboard navigation…" should be equivalent to selecting "All controls" (i.e., apple changed the 2 radio button options to a single checkbox)

Actually, there seems to be a new-to-Catalina System Preferences -> Accessibility -> Keyboard -> Navigation tab that might control whether links are tabbable or not. "Standard controls" vs "Full Keyboard Access"

Looks like Navigation tab is not yet available in Catalina version 10.15 as seen here https://www.imore.com/how-use-keyboard-accessibility-features-mac under "How to enable keyboard navigation to move between controls in macOS Catalina"
