The contextual tip API was the wrong thing to build, unfortunately. My fault. For projects where we planned to use contextual tips, we should use the new tip results instead. We should remove the contextual tip modules from urlbar and the contextualTip API from the browser.urlbar webextensions API.

I'll take this on when Nightly moves to 73 to not interfere with the experiment work (Search Tips, Interventions) landing in 72.
