These files are unused and we stopped creating them in bug 1546752. Once removed, the storage initialization time may slightly improve.

We might also want to remove the empty origin directories at this upgrade since the previous bug for that issue only guarantees not creating new empty directory.

Yes, but that's a separate issue which needs separate bug. All these bugs can be then tracked by a meta bug for new storage upgrade.

Ah, sorry for the confusion. I was thinking this is the bug for the minor/major storage upgrade.

Actually thanks for mentioning empty origin directories, I filed bug 1591050 for that.
