Steps to reproduce:

Teh "What's New" icon can't be disabled with out going into about:config

Actual results:

Left clicking on the "gift" icon should allow me to disable the feature completely or, at the very least, allow me to disable the icon from the Options.

Expected results:

Allow me to disable the "What's New" feature from the Options or from the menu instead of hiding it in about:config
