Skip pausing is cleared when Devtools is closed and reopened and there are breakpoints set.

This patch adds the ability to continue to skip pause if breakpoints are set and devtools is closed and reopened.

This is still an issue. Not sure if the associated patch does fix it, but it doesn't have tests, so I'll request changes anyway
