Noticed that if I am rapidly scrolling using my touchpad on certain pages in the upper right side of the pages (easiest way for me to reproduce, but may occur elsewhere) causes the tab bar to move left (as in, eventually, the first tab in the window will be shown).
STR:
- Open a window with enough tabs to cause the tab bar to become scrollable
- Navigate to sites like: https://www.theringer.com/nba/2019/10/6/20901828/daryl-morey-hong-kong-china-houston-rockets-tweet-controversy https://deadspin.com/steve-kerr-reminds-us-who-the-nbas-unifying-powers-real-1838981265 https://www.nytimes.com/2018/12/14/business/china-economy-xi-jinping.html
- Scroll up and down with cursor over top right of window, about 100 pixels down into viewport
What happens:
The tab bar moves
Expected result:
Tab bar does not move.

Too late for a fix in 70 but we could still take a patch for 72.
