Wait to move add-on cards in the list while the list has the mouse over it, tab focus, or an open menu. Once the cards move, there should be an animation (unless prefers-reduced-motion) to show the user where the cards have moved to.

Hello,

Verified the fix on the latest Nightly (72.0a1/20191126212708) under Windows 10 Pro 64-bit and MacOS Catalina 10.15.

Upon enabling/disabling add-ons and themes, their cards only move when the list is no longer focused by having the mouse over them, an open menu or tab focus. An animation is shown for the cards movement, confirming the fix.
