Steps to reproduce:
I enabled PiP from about:config then used it on a YouTube video and then clicked the browser window.
Actual results:
I observed that the browser window was then brought to the top of the window render order therefore obscuring the PiP window
Expected results:
The PiP window should be 'always on top' by default so that no matter what the current active window, the PiP window is always visible.

Hi Josh,
PiP was was not enabled by default on macOS on that version (70) precisely because it wasn't feature complete yet.
We have the PiP enabled currently for macOS on Nightly, version 72. If all goes well, this will be the version that ships with PiP enabled.
