This is a meta bug used by QA to keep track of all the new bugs found for the ETP: Strict list in standard privacy protections feature during testing.

Why not use bug 1501461, which is what we're using to keep track of this feature already?

The intention with this meta bug is to track the QA work for this feature. But yes, we can also block bug 1501461, when filling bugs. In that case, should we unblock bug 1473978 from this meta, and block bug 1501461 instead?

I would appreciate that. Bug 1501461 is the only tracker bug what we look at for keeping track of issues related to the work to ship ETP with the level 2 list. Bugs filed against this tracker bug will run the risk of being forgotten about...
(So far I've been trying to keep things updated manually.)

I just unblocked bug 1473978. That bug is a very high level tracking bug which is only appropriate to use for new large-scale anti-tracking projects.
I don't think this bug needs to block bug 1501461 (meta bugs blocking meta bugs is never a good idea since the bugs blocking the 2nd level meta bug will be invisible to the folks looking at the outer-level meta bug). I'd appreciate if you can file all issues related to shipping ETP with the level 2 list directly against bug 1501461. Thanks!
