[RFE] Extend capability.policy.allowpopups.sites to particular web pages

Some sites use popups for advertising and on other pages, popups that can be
useful (e.g. identification). So, there should be a more flexible way to block
popups, in particular, capability.policy.allowpopups.sites should be extended to
allow particular web pages to use popups, or any prefix of the URL for instance.
Dup - possibly of bug 38966. A comment there mentions that there may be an xpi
package that does this already:

I disagree concerning the dup. Bug 156885 deals with sites (and the feature is
already here in prefs.js). My RFE concerns particular web pages.
Vincent: please go to bug 38966 and read the discussion there. If you figure out
that what has been said there doesn't match what you want, feel free to add
comment to it.
