Firefox can't create a link shortcut dragging from the address bar

User Agent: Mozilla/5.0 (Windows NT 6.1; Win64; x64; rv:70.0) Gecko/20100101 Firefox/70.0
Steps to reproduce:
Drag a URL from the URL-bar to the (windows 7) desktop.
User account control (UAC) is set to 'Never notify'.
Actual results:
Nothing
Expected results:
A shortcut to the URL is generated.
This bug has been reported before several times but was always declared RESOLVED.
It is not resolved.

It offers two 'fixes' - these are mere workarounds:
- Enabling User-account-control makes the PC cumbersome to use for many users
- -no-deelevate does not work when the browser is opened by a link (which makes much sense)
I kindly propose to fix the problem.

Possible Solution - based on the support article:
"The Launcher Process is a security-related feature that was enabled for all users in the Firefox version 68 release.
When running Windows as an Administrator with User Account Control (UAC) disabled [the bug appears]."
When a user has Admin status it should be acceptable to allow him to deactivate the new "security feature".

This is of interest for policies, it's a minor functionality for the Address Bar and because the problem is more general (involving all drag & drop) I don't think a solution should be limited to the urlbar.

Agreed so far - because 'Policy allowing to enable/disable the Windows launcher process' describes the reasonable solution.
In order to avoid more duplicate bug filings, the effect on shortcut-drag-n-drop might be explained in that bug - because it is likely the negative effect that a majority of users experience.
