After landing the raptor-browsertime tp6 desktop test INI / taskcluster config refactor in Bug 1590561, implement the same change for raptor-browsertime tp6 android page-load tests.

Note: This will require changes not only in the mozilla-central CI, but also in the Fenix github CI (once we introduce raptor-browsertime tests jobs there).
