you missed bug 80392. yes, the dialog must fit in a 640x480 screen with a taskbar and margins (similarly for macos). Any time the panel fails to fit, people are requested to check bug 80392 and file if a they can't find the panel in the dependency tree.
I see this on Mac OS X (Jaguar) with no changes to the font settings at all. At least the dialog should not clip objects. My build: Mozilla/5.0 (Macintosh; U; PPC Mac OS X; en-US; rv:1.2b) Gecko/20021016
