User Agent: Mozilla/5.0 (Windows NT 10.0; Win64; x64; rv:71.0) Gecko/20100101 Firefox/71.0
Steps to reproduce:
- Opened any webpage with videos
- Clicked the blue Picture-in-picture button
- Newly created window opened on 2nd display even though the 2nd display is turned off
Actual results:
Picture-in-picture opens everytime on wrong display.
Expected results:
Picture-in-picture should open on the display which shows Firefox main window.

No bug in Firefox windowed mode

Edit:
If Firefox is maximized the bug exists. Changing firefox to windowed mode fixes the bug.
