Repro: Always. 1. Fetch mail using Moz. 2. Open a message that requires a scroll bar to appear. 3. Hold down the mouse button to scroll down. 4. After a few seconds the content menu appears, interrupting your scroll. Expected behavior: The content menu should not appear, as you are not inside the message itself. Scrolling (i.e. navigation) is separate and distinct from manipulating a message.
Found in Moz 1.0.
