Windows XP Pro. JA SP1 beta1
This incident is splited from bug 105909
1. Save a file having DBCS as file name
2. Select File/Open file, then select this file
3. Now this file is in URL bar as
file:///D:/Documents%20and%20Settings/user/My%20Documents/My%20Pictures/%96%B3%91%E8.bmp
4. To create shortcut onto desktop, Drag & Drop icon in the top of URL bar
5. Once create shortcut, double click and run it
Actual: "Due to uninterpretation of file name, Can't open" error message displays.
Expected: link functions properly

Can't create shortcut on linux Redhat 7.3 JA.

With only fixing bug 162361, drag'n'drop works. A problem is that shortcuts made
by Mozilla is not understood by other programs in Windows. I guess nsDataObj.cpp
has to be fixed as well as Naoki wrote.
