Steps to reproduce:

Run recent nightly build with large history and bookmarks counts.
Select more than one row of TopSites

Actual results:

Shows only 6 topsites

Bug appears to have been introduced recently

Hi @westsonoma, thanks for reporting this, however, this issue is already tracked in bug 1604198 so I'm marking it as a dupe.
