During the firefox-ci taskcluster migration on Nov 9, the association of the tooltooleditor group with tooltool permissions was inadvertently removed, and we haven't have had any complaints.
I would like to remove this group, and replace it with two new groups:
- tooltooleditor-internal (empty as of now)
- tooltooleditor-public members:
- Florin Strugariu fstrugariu@mozilla.com (per Bug 1596444)
- Mark Banner mbanner@mozilla.com (per Bug 1605389)

I've created tooltooleditor-public with the two members as requested. I've not created tooltooleditor-internal yet, as LDAP doesn't allow empty groups. Once we have at least one member, I can create it.

Followup from the fyoooture: tooltooleditor-internal was eventually created in bug 1661541.
