Set preferences:
apz.allow_zooming=true
mousewheel.with_control.action=5
- navigate to any page with selectable text (ex: https://hg.mozilla.org/mozilla-central)
- Scroll down by grabbing the scrollbar and moving down.
Notice that the text is being selected while scrolling.

This is due to main-thread hit testing not being able to target scrollbars with apz.allow_zooming=true. Will be fixed in bug 1556556.
