[Steps to reproduce]:
Preconditions:
- Have several bookmarks saved on Safari
- From Firefox, open Library (Command+Shift+B)
- Click on Import and backup your bookmarks button
- Go to Import data from another browser - Safari - Continue - Continue - Done
[Expected result]:
- The bookmarks are successfully imported
[Actual result]:
- No bookmarks are imported
[Regression range]:
- I can reproduce it on 70.0b8; I will provide more info asap.
[Additional notes]:
- I ended up with the same result if using the -migration command

Bugbug thinks this bug is a regression, but please revert this change in case of error.

I was able to reproduce this running the latest 72 beta using 10.15.3 (I was only trying to import bookmarks). We should try to reproduce it on 10.14 to see if it is 10.15 only.

I was able to reproduce this issue on macOS 10.14.6 (no bookmark was imported), but is not reproducible on macOS 10.13.6 (all bookmarks were imported - even when trying to import only the bookmarks), using on both cases Fx 72.0b11.

Too late for a fix in 71 and likely for 72. I'll leave this marked as affected for 72 in case we come up with an upliftable patch.
