Steps To Reproduce:

1. Load https://firefox-source-docs.mozilla.org/mobile/android/geckoview/consumer/docs/geckoview-quick-start.html

Expected Result:

Either a table of contents in the "Table of Contents" section or no "Table of Contents" section at all.
