Details
User Agent: Mozilla/5.0 (Windows NT 10.0; Win64; x64; rv:68.0) Gecko/20100101 Firefox/68.0
Steps to reproduce:

I type about: config in the address bar of Firefox. Then search permissions.default.image and change its value to 2
Actual results:
Firefox browses the web, pictures still display normally
Expected results:
After changing the value of permissions.default.image to 2, Firefox should no longer display pictures
I use Firefox esr 68 version browser can successfully prevent the picture from being displayed
