Extend or drop telemetry for QuotaManager initialization time because it will stop recording working when the Firefox version increases to 75 on 2020-02-10

It shall be extended or removed.

If I remember correctly, we should remove that because we added another one (QM_REPOSITORIES_INITIALIZATION_TIME_V2) when last time we extended this (QM_REPOSITORIES_INITIALIZATION_TIME). ni Jan in case of that I somehow forget something.

Yeah, QM_REPOSITORIES_INITIALIZATION_TIME can go.
Anyway, the high value for QM_REPOSITORIES_INITIALIZATION_TIME_V2 is still not high enough and it the telemetry will expire in 77. We need a new permanent telemetry with a new high value and we also need to choose a new name for it.
