There are a lot of intermittent failures in that configuration, and while it is a bit alarming that we are seeing those failures, we don't care about running Fission windows in non-Fission per se, so disable it for now. Windows seems okay, so just leave it alone there.

Tracking for Fission mochitests (M4.1) milestone, even though this is a problem with tests in non-Fission mode.
Do these intermittent test failures happen on mozilla-beta 73? Should we uplift this test patch to mozilla-beta?
