Over in Fenix we want to support Action Tasks, and in doing so we want to be able to support CoT requiring tasks.
Part of this is that we need to support head_ref being passed in, which is not currently supported due to parameters not being evaluated from the Fenix repo's taskcluster.yml
Fixing this requires changing a few things...
- taskgraph ci repo, to support passing in
branchin action tasks - scriptworker repo to support creating
branchin the evaluation of the taskcluster.yml - Fenix repo to find the head_ref from the right place in action tasks/scriptworker above

I think we won't need to do 2 above, due to my belief that the context will be just existing on the action task. https://github.com/mozilla-releng/scriptworker/blob/4e7205bba77560f1314c84966e4bef7edcf11c00/src/scriptworker/cot/verify.py#L1087

Taskgraph added the branch parameter to enable CoT, adjust the
action hook schema to match.

In [1], I said this current card was blocking staging releases. Comment 4 landed a fix and Fenix got its taskgraph revision bumped in bug 1622339. Today, I was able to get this staging graph[2] \o/
I think we're done here. I'm closing this bug out. Feel free to reopen. Thanks again for the fix!
