in manage bookmarks, the new folder function doesnt do anything also directly in the personal toolbar(right mouse->new folder) using build 2002080408 on win98se
New folder works fine in Manage bookmarks, but not at all when right clicking on the toolbar.
Is this the only problem that you have managing bookmarks? see bug 153828

no, bug 153828 is not the case here: normal bookmarks can be created, edited, everything can be deleted (also folders), but no way creating folders in older builds (till 30.07.2002), no problem with bookmark-folders appeared
does this happen with a new (blank) profile?
standard profile: no way creating folders blank profile(no settings made): folders can be created from sidebar-Bookmarks and Manage Bookmarks, but not from personal toolbar(r-mouse)
