Steps:
1)  Have a bookmarks file that displays bookmarks on the personal toolbar and
groups them into folders.

2)  Select a folder.  A list of bookmarks is displayed.
3)  Select one of the bookmarks.  Nothing happens.

What should happen:
The bookmarked URL should load in the content area.

Not sure if this is assigned correctly so cc'ing Don.

I checked this out and WinNT is doing several wierd things. MacOs and Linux are behaving properly.
I checked with 19991011 builds, reproduced on Win only.

not a strict duplicate because the UI has changed but this is the same problem
that is now covered by bug 17851

[bugday] verifying dupe. well. although it's not strictyl a dupe as claudius
points out. However this issue is covered in bug 17851 by various comments such
as german's and others.
