Splitting out from bug 1612416 to investigate issues in Talos tests (some breakage), and do the actual turning on.

On the performance front, I've done various investigations and there's inconsistent results on try even for the same changesets - which makes it really hard to draw solid conclusions.
Therefore I'm planning on landing this patch first (which will swap us over to the modern config and use the local engines.json), and then land bug 1542269 a few days later which will handle the remote settings part. This will give a bit of time where we can also check the performance graphs for any, hopefully more obvious, regressions.
No longer depends on: 1542269
