1614287 - Migrate Fennec Beta to Fenix Beta

On February 18th, we will start migrating Fennec Beta users. The process will be partly similar to the one we did in bug 1608882:

• We need to turn fennec beta off mozilla-esr68. We need a way to make sure no one accidentally schedule a new fennec beta from shipit.
• There is no signing-related worked because we've signed Fenix with the Fennec key for quite some time, already.
• We will create a stabilization branch called fennec/beta
• We will create a force hook that will schedule just a fennec beta build.

Differences:

• On the force hook, we don't plan to ship this build to actual users. These builds are aimed at the QA population until we get an official GitHub release out.
• Fennec beta (org.mozilla.firefox_beta) and the regular fenix beta (org.mozilla.fenix.beta) will both be shipped of a regular GitHub release. Although the org.mozilla.fenix.beta population is almost non-existent, we still want to provide updates until we officially close this product out.

Fenix was fully rolled out to Fennec users 10 days ago. The migration is now done. Closing bug.
