Firefox has tests to check that all shipped CSS and JS is parseable. This differs from linting because it covers exactly what's shipped, taking into account things like preprocessing. In this bug I'm going to copy those tests and adapt them for Thunderbird.

This is almost all just copied from mozilla-central. I'll post a diff of the actual changes.
