Steps to reproduce:

1. Go to https://vimeo.com/394195776
2. Scroll down for the video to move in the sticky bar
3. Hover over the video

Expected result:
The PiP toggle should not be displayed.

Actual Result:
PiP toggle is displayed and can be toggled behind the Play/Pause button

I think this will likely be fixed by whatever fixes bug 1619979, since I think they have the same underlying cause.

Hi,

I was able to reproduce this issue on Ubuntu 18 with Firefox version Nightly 76.0a1 (2020-03-17) (64-bit). Marking that flag as affected.
