as we are releasing windows on arm (WoA), we should have some sanity test coverage for beta/release branches.
As our intention is to reduce the coverage we have on mozilla-central, lets enable that reduced coverage on beta/release.
I see that as:
- mochitest-media
- reftest
- crashtest
this will add more load to our existing system, but will ensure we are not releasing 100% untested code.

when this is on mozilla-central we will need to request a beta uplift, although monday is merge day and we might have to wait a bit- it would be cool if it automatically gets to mozilla-beta and we just need to request an uplift to release (or let it go naturally)

- Why is the change risky/not risky? (and alternatives if risky): we have been releasing windows/aarch64 builds for 6+ months without coverage except on mozilla-central. This reduces our risk by running tests from m-c on m-b. The potential risk here is some tests fail to run on m-b due to config/build differences.
