Windows has this heuristic for themed scrollbars implemented in bug 1578377 which we should probably also have in the non-native theme.

I'm incorporating this in bug 1615038. Interestingly, it appears that currently, both dark mode and light mode scrollbar thumbs darken when hovered or activated. We may want to get a separate patch on file to lighten the thumb when we display dark mode scrollbars to match native scrollbar behavior.
